Interesting. I agree with most. But...

The movement and turning is going to be the tough sell to most. I believe that everyone will have their own fix.

I do agree with the idea that the small fast boats need to be more maneuverable than the big clunky slow ships. I'd rather see a simple fix than make every ship twisting 9 times at full speed. Perhaps something like Medium and small ships get an extra pivot at the beginning of their movement. And Huge ships that move less than (perhaps 24cm) at full speed lose their third pivot at full speed?

That's a top of my head idea, and probably needs to be finessed and playtested.
Play what you find fun... anything else is a waste of sixes
I currently play: Bolt Action, Warlords of Erehwon, and Cruel Seas
occasionally Blood and Plunder, Armada, and whatever strikes my fancy
